Overview

The French National Adaptation Hub is being developed to support multilevel governance mechanisms for climate change adaptation. It builds on the framework of the third National Climate Change Adaptation Plan and existing multi-partner initiatives, meaning it draws on what already exists to interconnect them. Institutionally, it is anchored in the Ministry for Ecological Transition through the French Adaptation Mission, while Cerema acts as the French representative of the Adaptation Hubs project in close collaboration with other key national and regional stakeholders. In this way, the Hub combines an institutional anchor at national level with an operational coordination role that supports cross-sector and cross-level cooperation to accelerate adaptation action on the ground.

The National Adaptation Hub (NAH) enhances vertical and horizontal multilevel governance and leverages existing dynamics, such as:

  • The French Adaptation Mission: a joint initiative of national public agencies and their regional offices, providing local authorities with guidance on the resources, tools, methods and services available to them.
  • The French Resource Centre for Climate Adaptation: a knowledge centre with reliable data and information covering all aspects of adaptation, aimed at raising awareness, promoting adaptation solutions, and providing sources of inspiration.
  • Regional Communities of Practice: regional networks and communities dedicated to climate change adaptation, bringing together regional initiatives, case studies, and events aimed at strengthening the actions undertaken by local authorities at the regional and local levels.
  • This project has also hosted a national workshop with the Pathways2Resilience project. 

The primary goal of the French Adaptation Hub is to increase the visibility of support services and networks, foster peer learning and empower local authorities to deploy impactful climate resilience solutions locally.
