Overview 

Adaptation Hub Sweden is a joint initiative between two established structures: Viable Cities and SMHI. Viable Cities is a Swedish mission-driven strategic innovation programme that supports and connects 48 cities across Sweden. In collaboration with national government agencies, these cities are working to lead the climate transition. At the core of this effort is the Climate City Contract 2030, which serves as a key tool for structuring and accelerating local climate action. SMHI (the Swedish Meteorological and Hydrological Institute) is a government agency under the Ministry of Climate and Enterprise. It serves as a national knowledge hub for climate adaptation and coordinates the Authorities Network for Climate Adaptation (MNKA), which brings together around 30 national agencies, County Administrative Boards, and the Swedish Association of Local Authorities and Regions.

Together, Viable Cities and SMHI are mobilising a multi-level network of stakeholders to accelerate Sweden’s transition towards climate resilience. This collaboration establishes a strong governance framework that enables coordinated action across local, regional, and national levels. The initiative includes facilitating collaborative arenas such as Transition Lab Forums and Policy Labs, providing seed funding for multi-actor adaptation projects, and developing efficient processes for knowledge exchange and peer learning. Engaged stakeholders span national agencies, County Administrative Boards, municipalities, academia, civil society, and the private sector. A central component of the initiative is the testing and development of new approaches, solutions, and forms of collaboration, combined with the continuous capture and dissemination of insights to accelerate progress.

The overarching purpose of Adaptation Hub Sweden is to strengthen multi-level governance in support of Mission Adaptation, with the aim of enabling Swedish regions and communities to become climate-resilient by 2030 through the integrated advancement of climate mitigation and adaptation.
